Timeline: After the Dark Moon Kingdom arc (hasn't met Neptune/Uranus)

Personality: In common settings, Minako is a fairly happy and vivacious person. She's outgoing, friendly, and cheerful to most everyone she meets. She has a lot of confidence and self-respect, so she's rarely (if ever) insecure. But at the same time, she's far from arrogant, and she doesn't feel the need to be better than anyone else; she just wants to be the best she can be.
At times Minako can come across as a little ditzy. She doesn't like studying and homework, and if given the choice, she'd much prefer to spend some quality time hanging out with her friends and having fun. She's not as irresponsible as she used to be, when Artemis first began training her, but it doesn't really take much arm twisting to convince her to procrastinate in her studies. Nonetheless, she does try, especially now that she can form a study group with her friends. She has a tendency to mix up proverbs, and she performs poorly in math. However, her English is impeccable due to her former travels which led her to stay in England for quite some time, so it would be safe to say that she's not stupid -- she just doesn't always apply herself when there's something more interesting to arrest her attention.
She primarily enjoys the same things most teenage girls do -- clothes, boys, shopping, fashion, celebrities, etc. She often dreams of being a pop idol, and in a sense, she's kind of succeeded. Sailor V has her own video game, after all! But she'd probably rather be famous due to her own talents and merits, rather than the celebrity she's garnered as a crime fighting superhero. While she may not have a lot of scholastic smarts, she's athletic and full of energy, being particularly talented at the sport of volleyball.
Minako also exhibits a lot of boy crazy ways; she's the warrior of love, after all! But while she loves doling out advice and trying to ignite romances for her friends, she doesn't exactly have a lot of personal experience in the matter. As much as she might wish for a cute boyfriend, Minako doesn't often pursue a crush. This is, perhaps, due to the dire prediction cast by one of the antagonists, Danburite, in her early days as Sailor V: she would always choose duty over love. While in Ruby City, expect Minako to run around trying to set people up as a meddlesome cupid wanna-be...with far worse results, most likely.
One of Minako's more "interesting" qualities is her tendency to meddle. Her intentions are good (usually), as she really does want to help people out, but more often than not she'll bungle things up. She knows nothing about housework or cooking, and given that she's still VERY single, it can be assumed she's not the romantic expert she thinks she is. In an episode that takes place after her canon point, she even tries dating two guys at the exact same time, running back and forth between each date so she doesn't have to choose one. She also gets so worked up about not being targeted by the heart snatchers that she dedicated all of her time and energy into volunteer and charity works to prove that she totally had a pure heart worth stealing, and they DID nearly kill her in order to get her heart. So while she may be the most experienced of the scouts, she still has her moments of foolishness and immaturity as well. Give her a break, she's only fifteen.
Despite these unfortunate mishaps and errors, she takes her responsibility as Sailor Venus very seriously. She seems to be a brilliant tactician (when she tries to be) and warrior, further strengthening the notion that she's not just a dumb blonde. She exercises a lot of strategy when dealing with her opponents, and at times has acted as Sailor Moon's decoy to throw off their guard. Venus recognizes that Sailor Moon is their princess, and she would lay down her life without hesitation in order to protect her.
Her friends mean everything to her. While it seems like she squabbles sometimes with Artemis, the two are incredibly close, and she knows that she wouldn't be the woman she is today if not for his patience and guidance. She truly loves the other scouts, and there's nothing she wouldn't do for them. She had the strength and selflessness to leave behind her best friend/"big sister" and the man that Minako fallen in love with, allowing those two to believe she had perished so that their own budding romance could flourish. Sailor Moon, realizing what Venus had chosen, remarks to the other scouts that perhaps Venus might be the most mature of them all.

She excels at sports, particularly volleyball, and she appears to be pretty good at driving/racing games...although that sort of thing isn't likely to come into play. Though she doesn't often show it unless she's transformed into Sailor Venus, Minako is a competent fighter, nimble and swift with powerful kicks. She's fairly smart, though not at the genius levels that Ami possesses, and her skills at acting and bluffing are exceptional. She's probably also a good singer, for whatever that's worth.
With her transformation wand, Minako has the ability to become Sailor Venus. For some reason, no one is able to distinguish that Minako and Sailor Venus are the same person, so there may be some sort of power going on that makes it difficult for people to make the connection. Even when Venus herself meets the other four scouts as civilians, she remarks that they look 'different', enough that she barely recognized them. Her most basic attack is the Crescent Beam, a piercing ray of bright gold energy, which was later expanded into the Crescent Beam Shower which allows her to disperse the same attack against multiple targets. She also possesses the Venus Love-Me Chain, a weapon of heart-shaped links which can be used to strike like a whip, or encircle and bind an enemy.

This is Valentine's Day! Where I'm from, we celebrate this most romantic holiday in a special way. Girls, it's your job to make chocolate and give it to the guys you like. Guys, you are not off the hook!
[Minako flips the calendar page and SMACKS it just as hard, where March 14th is also circled with a red heart.]
This day is called White Day, and it's a follow-up to Valentine's Day. Give sweets to the girls you like, and anyone who gave you chocolate before.

Third Person: Minako wasn't sure what to do when she got off of the train. She thought about making a call on the watch, but there was no telling who might respond. What if there were supernatural scumbags lurking around, and this was all part of their grand master plan?! It would be in line with their usual methods. So she pushed her hands into her pockets and set off, wary of her surroundings.
The city reminded her a lot of London. Something about the architecture was oddly familiar in that sense. Every now and again she spotted someone on the street, but she made no move to contact any of them, and neither did she duck and hide. She was trying to blend in, and if she acted like she belonged here, then she was more likely to pick up some intelligence on the situation. She studied a man as he walked up the stairs to what looked like an apartment building; he didn't seem suspicious. Just someone going home.
But other than that, she was a little unsettled at how empty the streets were for a city of this size. There were people around, sure, but there were so few! She heaved a small sigh. Where was her cat Artemis when she needed him, he could definitely cover more ground without raising suspicion than she could.
Finally she arrived at the park and leaned against a tree, heaving a sigh. ~This stinks,~ she thought. She had no idea where she was, or how to get back home. She took out her watch and looked at it. Maybe the other people here were in the same situation as she was. She'd have to reach out eventually, no sense putting it off.
